Okay, burst my bubble, is this UCI legal?

I’m always playing around trying to find a way around rules. The UCI has the infamous 3-to-1 tube ratio, so does this bike work it’s way around that? Does it run into any other rules? Am I forgetting something. The idea is to try and squeeze a much greater ratio than that into a given area. Let me know what you think.
