it is pretty, it is a toy, a museum piece, but it is not ridable…

Sorry, but it’s a piece of crap, IMO. It may be art, it may ‘honor fallen …officers’, but it’s still a p.o.c. Even if it does run, or move in a forward direction, it’s still a p.o.c.
