That is my take but if indeed USADA IS an independent and objective organization they have no responsibility to wait until TdF is over. In fact, as a recipient of U.S tax dollars I’d say they do have a responsibility to deliver their decision to U.S. citizens, including Landis, in a timely manner assuming a decision has been reached behind Oz’s curtain.
Personally I would view that as collusion though I have no concrete reason to believe that is what is happening here.

Shouldn’t they have thought about that when scheduling this whole thing? If I remember correctly the decision was due on June 24th–2 weeks BEFORE the tour. This news will affect the tour/cycling no matter when it comes out, so I just don’t follow the logic. If someone is INTO the tour the Landis news won’t be that much of a distraction IMHO. Hell, they just got their first “positive” test from a tour rider. But hey, I’m just a whineyass.
