IOC, FIFA, IAAF, FINA, UCI… They all follow the same sorts of business practices. UCI maybe a little less so in recent years (maybe??).

Big problem is that leaving the decision so late in the game, there aren’t a lot of options. Decision should have been to ban 'em all, waive the “presumption of innocence” for anyone based in or with significant ties to the Russian federation, and allow individual athletes the opportunity to compete once they have demonstrated that they are without a doubt clean.
To do that, the process would have had to have started months ago, not 2 weeks before the Games start.
Somewhere lawyers are like +10000 ahead in all of this.
That’s the only reason why IOC acted this way.
The crazy part to me is not that some of their athletes (or all) were doping, but that KGB operatives broke into labs at Sochi to switch samples. That is NUTS!
Reading the ESPN article, it seems all the info was there in Jan of 2016, but wada sat on it til mid May:
A wider investigation into Russian sport should have been triggered no later than January 2016, when Part II of the World Anti-Doping Agency’s independent commission report was released. There was plenty of smoke at that point and athlete representatives called for it. Instead, WADA did not act until May, pushing its newest report to mid-July.
It’s worse than that, the IOC has sat on this for THREE YEARS.

Why not ban Russia, but allow the athletes to compete under the olympic flag? Wouldn’t that do the trick? Punish the state, allow the innocent(?) to compete.

Well tolerating doping allows for more heroics…more spectacular performances, more revenue at the gate/TV. The only reason pro sports have to pretend that they are anti doping is because they don’t want to be responsible for every high school kid getting shot up by their mom and dad (and maybe dying) because that is what you need to do to get drafted. But the desire for superlative performances on the field are direclty linked to revenue which as we know is directly related to the corruption linked to monetary sums exchanging hands…soooooo I don’t see how you can decouple them because one falls out of the other…more doping = more money for the sport/league. More money = more corruption.
