If you moved to the country, never contributed anything to it but you are demanding welfare, then yes. Unless you are actively looking for work.
If you have never worked and never contributed anything to the society that is helping you now and don’t have any intention to contribute through work, then yes.
If you contributed but are , say, laid off or otherwise lost your income, then be grateful that there is some help.

I’d say no for the same reasons you’re not an asshat for complaining about low tax rates while personally not paying more.
I live in a country where you would have to go way, way off the grid to avoid receiving some form of welfare. There is, in practice, nobody whose family has not received welfare.
