Steve Mullings is a Jamaican sprinter for Mississippi State U. who will be competing at NCAA T&F Nationals this week because the NCAA currently does not recognize tests performed by other organizations than itself until later this year…

“He has run the fastest time of any collegian in the event this year, with a clocking of 10.06 seconds… Last summer he won the 200-meter dash at the Jamaican Olympic Trials, but shortly thereafter he tested positive for excessive levels of testosterone. Last month the Jamaican Amateur Athletic Association banned him from competition for two years, applying the penalty retroactively to June 26, 2004. A spokesman for the International Association of Athletics Federations, or IAAF, the world governing body for track and field, said the ban applied to all international competitions.”
