Moving valve on tubular

Okay, I just got my first set of non-tufo tubulars in the mail. They are zipp tires. The thing that seems strange is that I can move the valve back and forth in the tire. Like if I push on it, part of the valve will retreat into the tire. It’s almost like there are two layers to the tire, one on the outside and one holding the valve, and they aren’t connected. Is this normal? I don’t really know how tubs are constructed, but this seems weird.

There are two parts. The tube (with valve) and the tire casing. The tube is sewn into the casing, hence the word sew-up.

Tufo’s don’t have a tube per se as the tire casing itself is the vessel.

Inflate the tire and what you’ve noticed will not occur.
