This is the remainder of the budget that should have been passed last September.
I don’t know the details of the DC thing (doesn’t sound good), but this bill, as I said, is long overdue as we have been operating under a Continuing Resolution since Oct. 1.

What do you mean remainder? And what do you mean why wait?
This isn’t really the remainder, since Oct. 1 (the beginning of the federal fiscal year) we have been operating at last year’s funding levels. So basically for half of FY09 we operated at FY08 levels. As for why wait, Congress and Bush couldn’t agree on a budget so this got pushed back until the new Congress and in the mean time we operated under a Continuing Resolution.
The CR has basically resulted in a spending freeze. We didn’t get bonuses (which is understandable and I was OK with). But I also have training courses that were cancelled. We have vacancies we can’t fill. We have brand new equipment we can’t use because other pieces of equipment that are needed to use the stuff we have didn’t get ordered before the CR took effect, so brand new stuff sits in boxes.
If there is one area of funding that I support more than any other, its education. That said $ does not = education. In VT, the SCVT said unequal funding of education = unequal education. So now all school systems get the same $$$. Funny thing, the schools that were bad, are still bad; why? Well, the good schools are in the towns where the educated, high earning parents live. High income, educated parents have kids that study, and thus do well in scholl. Providing $ to other districts did not address the core issue. All that said, I would pay more in taxes if we had better funding of higher education (specificaly). I think that our state is the worst in the nation, wrt higher edcation spending…
Many things were intentionally stalled by a dem congress in hopes (expectation) of a dem president. This is just one example the "ins" getting their way.
Wait, so you mean the party that won elections is then making policy decisions that reflect their interests? That’s crazy talk.
No doubt, but this is ending one of the more effective and popular programs for minorities, merely as payback to the ed unions who oppose it. It's a blatant and sad example. There are other examples, like withholding approval of fed nominees under GWB, the upshot of which will be Obama being able to name half the members and the chair (Bernacke is up in 2010), and as the Economist editorialized, allows for the first time the politicization of that very important group. Big stuff, and it has worked well for Obama. He will have his stamp on this country in a big way.
