If I read this data correctly it appears that AFM’s Crr tests show that 18-20 latex tubes have a better Crr than larger latex or butyl tubes in 700x23 tires.

The C2 rim is pretty damned wide. When you pair that with a 23mm tire, that’s a lot of space for the smaller tubes to fill. There’s a reason that manufacturers make the wider ones… and while Al’s Crr tests suggest that the smaller diameter latex tube gives better numbers, he didn’t test it with a C2 rim.
I’d do the larger tubes. Definitely.
When I used a 18/20 latex tube w a 23c tire, it went boom. Tube clearly seemed too small for the tire size.

I have used Michelin 18/20 latex tubes in Michelin Pro Race 2 (actual size 24mm) and MPR 3 23mm (actual size 23mm) tires mounted on year old Zipp 808 rims (probably not as wide as new Hed rim) and it has been working great for over a year. I use them for training with lots of miles. I run them at 120psi.
I have had only a couple of flats. One a large glass cut (the Vittoria Pitt Stop oozed out the large cut quickly and did not work to fix it). And one flat the result a poor job of tire mounting by me and I got a pinch tube flat.
I had to boot the tire with the glass cut to get home and used a piece of a butyl tube I had in my kit. The butyl tube was too soft and the boot bulged like it was going to pop, but it held.
When I got home I made a new boot for my patch kit that I cut from an old tire so it had some cords in it for strength.
I have read that the Crr difference between different size latex tubes is small and having confidence in your wheel/tire/tube when desending fast is important so use the tube you like best.
