You can go topless on South Beach, further north is the nude beach.
I would be surprised if it us wetsuit legal.
It wasn’t wetsuit legal last year, but at the last minute they did allow participants to wear them with the usual exclusion from slots or podium eligibility.
The swim was not near cold enough for a suit and those in suits didn’t seem to have too much of an advantage especially considering there weren’t strippers on hand.
Swim is in a pretty calm bay, you should be fine without.

By using “Miami” and “full wetsuit” in the same sentence you should have your Triathlete Card revoked.
