This is what generally is required to apply for SNAP or Food Stamps:
- Proof of Identity: Driver’s license, birth certificate or other proof of your identity.
- Proof of Residence: If you own your home, proof of your mortgage, taxes and insurance. If you rent, a rent receipt or lease agreement or other proof of where you live.
- Utility Bills: Gas, electric and telephone bills.
- Non-citizen Status: For all non-US citizens applying for food stamp benefits, alien registration card or proof that INS knows you are living in the U.S.
- Bank Accounts: Most recent checking account statement, updated savings passbook, credit union records, stocks, bonds, CD’s or IRA and Keogh accounts. (Not required if you are a family with children under 19 or everyone you are applying for is on SSI or EAEDC.)
- Earned Income: Pay stubs or written statement from employer showing income before taxes for the past four weeks.
- Self-Employment: Most recent federal tax return (Schedule C Form) or last three months of business records.
- Child Care or Adult Dependent Care Expenses: Written statement from your care provider, or a canceled check or money order paid to the care provider.
- Unearned Income: Most recent copy of Social Security check or copy of award letter; proof of unemployment, workers’ compensation, pension, child support, alimony.
- Rental Income: If you get paid by someone who rents a room or apartment from you, a copy of the lease agreement, or statement from your tenant showing amount of rent paid. Also your mortgage, tax bill, home owner’s insurance, water and sewerage bills.
- Medical Expenses: If you or anyone in your household is age 60 or older or has a certified disability, we can deduct certain medical expenses you pay from your countable income. This includes co-payments or premiums on health insurance, dentures, eyeglasses, hearing aid batteries, prescription medications, doctor-prescribed pain relievers, vitamins and other over-the-counter drugs, and transportation that you pay for to get to medical services.

Well, in CA, you can get a driver’s license if you’re in the country illegally. I believe that will suffice for #4.
Driver’s license is number 1.
Number 4 speaks to INS not the DMV. Does the DMV of CA share info with INS and does INS allow known non-citizens to get a DL? I don’t know how it works in CA.
There was a big deal recently where residents of New Mexico couldn’t use their DL to board a flight because they didn’t check REAL ID. Driving authorization cards are now given to those that can’t provide documentation on legal status and driver’s licenses are provided to those that can.
It looks like CA has the same problem.

Legal immigration is not easy. My SIL is a green card holder. He has a masters degree. Earns 6 figures now. But while in college struggled. Paid taxes. Student loans.
His brother has his PhD. Now well paid but struggled then.

Is it anyone’s position that green card beneficiaries (myself included) as a population are not “net contributors” to society? Is it even anyone’s position that green card beneficiaries as a population do not score more highly on every “desirability metric” than native born Americans?

So this isn’t about curbing immigration of, on average, a very desirable population, it’s about curbing immigration from poorer, browner countries Which a short while ago was antithetical to everything America was thought to stand for. It was never the idea that the poor huddled masses would stay poor but they used to be allowed to arrive that way.
