I am developing a business plan and can’t find any data on how much it costs to develop print and on-line advertisements. Costs to place the ads are easier to come by.
I am planning on simple, 1/6 to 1/3 page print ads and medium rectangle (300x250) on-line ads.
Also, has anyone ever developed brochures? I imagine those get expensive quick.

I would prefer to hire a freelancer with a on-line portfolio I could view. I assume an agency would have a lot of overhead costs they add on to to the price.

How many ads are you looking at? You could hire a college student or freelancer with access to photoshop/indesign/illustrator to do it for a fair price. Think hourly.
Printing glossy brochures can get pretty expensive.
The average I’ve found in my area is $75/per hour for freelance graphic artists who are doing this fulltime (ie - not a college kid). Live in Seattle so it’s not cheap but likely not as expensive as you’d find in NYC or Chicago.
Some printing options I’ve found and like:
printingforless.com (based in Montana and do all their printing in Montana, don’t outsource it)
greenerprinter.com (based in SF and do all their printing in SF - higher priced but all green, carob offsets, etc etc etc)

I don’t know what you kind of business you are mapping out but simply *develop an ad *is grossly under planning. Do you have an ad strategy? What are your goals and objectives, your target audience(s)? Do you have your messaging and positioning done? Is this a one time ad or a campaign that will lead into other ads? Do you want this ad to be a template that can be reused? Do you have a creative and contrent brief? Do you know what you want this thing to look like? Etc. etc.
Thinking of these upfront will help you communicate to the designer and copywriter and in turn produce a better ad that will meet your goals and objectives.
As much as you want to spend. On the low side I figure you could come up with something yourself. On the high end, I am sure there will always be somebody willing to take as much as you are willing to give.

Thanks for the advice, I will definitely check out getafreelancer.com. Developing the ad is only a small part of the entire marketing plan. We have done intensive target market research and competitive analysis. We are planning on a comprehensive marketing campaign using print and on-line advertising. As you said, we really need to nail down our goals and objectives.

depends what you need and how difficult it is to make such an add. I’d check out ifreelance.com. Many people are hurting for cash, especially freelancer’s and this site has many quality people. I contracted somebody for a package design in January and he has done exceptional work for me at a very affordable price.
I freelance copywriting, articles, B2B copywriting etc. out of getafreelancer.com. You’re right about the low-cost nature of the bids going on. And I can always tell when there’s somebody (or some group) bidding that’s out of Mumbai or Lahore or the Phillipines or just Africa in general.

I used ifreelance.com and my two top choices at the end were two people from CA, the one that got the contract was the most expensive and only lives 30miles away. He did an exceptional job but without ifreelance.com I wouldn’t have found him. So I really like that site. Maybe I should have added that you can find anything from cheap, to affordable yet high very high quality, both, etc. And no way was I entertaining a guy that offered the project for 1/75th of the price…LOL!
