Making a bike fit

Looking for opinion,

I’m looking at a used bike frame. Because its cheap (or I guess because I’m cheap), and because it would be for very limited riding, I don’t want to but new. My question is if you are trying to set up a frame with a slack seat angle to ride steep are you better off going with a bigger frame size than “normal” so that when the seat is pushed forward, you won’t be to far over the front end of the bike. I know of the possible problems with the stand over heigh being too high, and or the head tube being too high. Anything else I’m missing?

No, I think you are barking up the wrong tree, you want to get a shorter top tube and scoot the seat forward. You will have problems with toe overlap perhaps and it will handle like crap, but getting a smaller racing frame with a steep seat angle like an old cannondale would be the best bet
