I believe alot of the high ranked Brits train/trained out of Bath - There is one of the top sport Uni’s there + 50m pool I think Lessing trained there before he left the ITU circuit to live out in Boulder. I also believe there is a strong group who train in Wales (I think it maybe Swansea, but I am not sure). I think one of the top Danish cycles lives in wales - must be the hills (+ there are so great purpose built MTB trails there like Afan).
Kent is good if you want to be able to race in France and Belgium - pop on a Ferry or Eurostar and bobs your uncle.
There are some areas that offer bike crits that might be good - Eastway in London (this is located near the area outlined for the olympic village for the 2012 bid) - closed cuirt that has evening crits and mtb races in the summer. Hillingdon - again near london. Lydden motor racing cuircuit in Kent + soon Betthanger (this will be the longest purpose build bike racing cuircuit in the country. In fact a number of Motor racing circuits are use for crits and duathlons.
Traditionaly the North of the country has probably produced most of the top cyclists again probably due to the hills. Though the Surrey league in the south is very popular - see London cycling sport website. Lots of Time trialing around with the likes of Mr Yates still hammering out top times (in fact Lance thinks he could probably still beat 75% of the Discovery team ).

Just to update boing’s post. Strong group in Wales includes Marc jenkins, olympic qualifier plus a lot of good female athletes (Leanda Cave??) Magnus Bacstead (winner of paris-Roubaix) lives locally and he’s Sweedish, not Danish. Although you mention the Cymmer afan mtb trails, probably the best drag strip tt course is only a few miles away, it should see Chris Boardman’s British 25 mile tt record being broken in the summer. Wales is a great place to cycle.
