The difference is that these hemets meet UCI guidelines as saftey helmets, not just plastic head fairings. Look at the size of the helmet from a frontal view.

It’ll be legal for USAT if the maker submits it for testing, and it gets approved by CPSC (Consumer Products Safety Commission?). If it does, you should see CPSC mentioned on their website, ala Louis Garneau’s Prologue helmet.
