Relacing the wheel to a powertap is straightforward as long as the rim is in decent shape. Its no different from lacing up any other wheel. You will need new spokes, the shop can call HED for the correct spoke lengths.

The holes in the fairing would probably not line up unless the flange size on the PT hub is close to the origional hub.
If you have the old CX 90 then there would be no problem.
