Is the eBay scammer back?

I sure don’t know for sure - could be legit, but the London location with $US bids, new eBay ID, no reserve, payment options (m.o. only); plus private ID for bidders coupled with low starting bid makes me suspicious:

It’s not THE Ebay scammer, just ANOTHER Ebay scammer. This ruse is quite popluar in Romania, where they all seem to come from (when you trace their emails).
