Usually it’s noon local time the day after the race.
So IMFL 2014 registrations went on sale Sunday November 3rd at noon central time.

Depends on a few circumstances:
I’ve heard several success stories of people on-site and in line using their smart phone (or had a sig other/ friend on a computer). They waited in line and started trying to register at noon. Upon successful on-line, they got out of line and went home. However, I’ve never heard of anybody on-site failing to register (I’m not saying it hasn’t happened yet, I just haven’t heard of it yet). If the race is less popular (meaning it historically doesn’t sell out in the first hour), then skip 1-3 and head directly to #4. If you want a guarantee to get in, then focus on 1-3.
Depending on the location. Different races have different time frame as to when they open. European races sometime do not open the day after like they do in North America. I would check the race website or email the race if the info is not on their website.
The above is correct for FULL IM distance.
To the OP, what race do you want to register for and we’ll let you know how difficult it is. IMFL and IMAZ have gotten extremely challenging because they are very popular race… most likely because they are 2 of the flattest and comparably fastest/easiest courses and near large populations of triathletes. Less popular ones like Louisville and Lake Tahoe (one of the most challenging) will probably never sell out.
For 70.3, they usually open around 7-9 months before the event.
Not in Europe they are not
I’ve signed up for 2 different WTC 140.6 races in Europe where they didn’t open up the day after the race.
The above is correct for FULL IM distance.
