Sometimes it is interesting to start at the end of a thread instead of the beginning. I did that on the “Cancer Fucking Sucks” thread. You get to see how people’s personal agenda’s warp the original thread. It is really pretty rude, and in this case insensitive. Here is one of the last posts in the thread. This guy is grieving and some of you guys just have to argue your stupid politics.
Let’s see: Under Section 8, Clause 1 of the U.S. Constitution, it provides:
"The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States; "
And your interpretation of this is that Congress can create a military force, but it has no power to commission someone to create the hardware needed to make the force effective?
Or under Clause 9, Congress has the power to create courts inferior to the Supreme Court - but has no power to hire a company to build a courthouse, or sew the uniforms worn by court officers, or print legal forms?
Or under Clause 10, it has the power to “define and punish” certain crimes, but no power to hire someone to build a jail?
Or under Clause 11, the power to “declare war” - but no power to purchase a bomber from Lockheed? But then of course there is Clause 12, which says Congress can raise and support Armies. But that “support” apparently can’t be in the form of a vaccine from Vical, because Congress has no power to spend anyone’s money with a private contractor.
And what can anyone make of Clause 18: “To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.” Under your theory, Congress can make the law . . . they just can’t spend any of your money in execution thereof.
With all due deference, aren’t you letting doctrine overwhelm common sense?

So last year around this time the father of a classmate of mine passed away from cancer.
And then yesterday an old teammate of mine’s mother passed away due to the same fucking disease that she’s been fighting for 10 years (on and off).
