What type of race gear would you wear in the rain on the bike and run if the ambient temp outside is around 60 F?
This depends on your own individual preferences and how much you train in similar conditions. For starters, that’s a borderline temperature for wearing a hat on the bike undernearth your helmet. Arm and leg warmers - probably not. You might want to consider some of the warm up creams on the market or for the cheap, vaseline on exposed skin. If you don’t mind changing a bit you could use a light wool or your favorite synthetic undershirt underneath your jersey/shirt on the bike and strip these off for the run. Supposedly people say that if you keep your core temperature high, you don’t have to worry about your hands and feet but I have issues with my hands and feet after about two hours in the rain so I use two pairs of socks and glove liners, YMMV.

I’m assuming you’re doing a tri with a morning swim and temp around 60 that should increase a little as the day heats up.
60 is not too bad. Since you said race, I’d stay in your wet race appeal and just put a dry cycling jersey over the top. Put arm warmers in the jersey pockets in case the temp doesn’t come up a little during your ride. You’re legs should be find if you warmed them up swimming prior to your ride/run.
Now, if its high winds and 100% cloud coverage for the duration of your ride, that’s a little different. I get out of the wet stuff and put on dry cycling apparel w/ arm warmers. Would still leave the legs exposed w/ normal shorts at 60 degrees. (Assuming you warmed them up swimming)
