I know that attaching a faring to the bike is illegal in TT and triathlons. How about wearing an “aero shell” under one’s top that would shape the air over one’s body in a more aerodynamic way. Instead of a flat back, there would be contour to one’s torso, based on the design of the shell. It would be light weight and hollow so not to add to much weight. Maybe, airflow around one’s back doesn’t contribute too much to drag. I don’t know.

Somebody posted a pic of a “bat suit” here a while back. It had Lycra webbing between the elbows and waist.
All I can say is you better be* really *fast to strut around wearing that thing pre and post race…

If 80% drag comes from rider, then in addition to position, the shape of the rider is important too.

You could achieve this back shape with a Camelbak or similar drinking system that is probably legal.
A fairing is not legal even if it is on your clothes.
From USAT rules:
(f) No additional equipment, whether it is worn under the competitor’s clothing, over the competitors clothing, or is otherwise attached to the athlete’s body, which has the effect of reducing wind resistance is permitted. An exception is the use of safety helmets as described in Section 5.9. Such helmets may have the effect of reducing
the wind resistance of the head only.
