when there was a huge pileup in the last corner during the 6th stage, why did lance lose time to vino (ignoring bonus seconds)? shouldn’t everyone get the same time?
for the mountaintop finish of stages 14 and 15, why were the riders all wearing helmets? what happened to the rule where you can ditch your helmet if the finish is a long hill (can’t remember the details of minimum length, but you understand)?
The field gets the same time if a crash happens in the last km, but Vino was ahead of the field when the crash happened and thus he gained a few seconds.

They ditched the “no helmet required on the last climb” rule.
If there is a crash in the last 3k then you get the same time as the bunch that you were in when the crash happened, regardless of whether you crash or are just affected by it. However, even though Vino was with LA at 3k to go, he wasn’t when the crash happened, so got his own finish time. Without such a caveat then there would be no point in attacking in the last 3k.
to answer the second question, UCI changed the rule–everyone wears a helmet, all the time. sets a good example for people everywhere, not to mention being a sensible safety precaution.
