He had NO “surpluss” as there has been national debt the entire time - then take in to account that the numbers are estimates of income for the Govt based on estimated tax paid in a large part by corperate America…who at the time were all inflating their numbers for stock prices…So…Enron makes a quaterly tax extimate on profits they didnt have…the Govt figures in those numbers…then turns out Enron didnt make that money, and thus does not pay tax on it…and them MCI, K-Mart, Tyco, and on and on and on…
The money was never there…it was just a couple digits in a box on a sheet of paper…

It wasn’t really a surplus, they just didn’t use ALL of the social security excess funds that given year. A true surplus would have left the enitre social security amount PLUS some more left over.
Just think what the real deficit spending would be reported as if you took out the fact that they include social security surpluses as general funds.

What argument? All reported deficit spending is in actuality much more because the gov’t uses the Social Security excess collections as general revenue.

Yes it was A PROJECTION, which means it was not real. The projection did not factor in the recession that Bush inherited or 9/11, which is almost always easily dismissed and forgotten about when it come to blaming Bush.

Ignoring the fact that Bush could and should have done more to prevent the terrorist attacks on 9/11 the presidents tax cuts were and still are the most signifigant cause of the deficit, real or projected.

No surplus? They didn’t use all the surplus funds? Again, you’re totally misinformed and have selective memory.
Bush ran on a platform that guaranteed a “refund of the budget surplus” of $250 to every taxpayer ($500 for a married couple) if he won. Do you not remember getting a check, cashing that check, and spending that money? Even Bush called it a budget surplus.
Just admit that you are a bleeding heart liberal and will never ever like Bush…and will most probably blame him for everything you can think of. Facts will have no bearing on your hatred…common sence even less.
I’ve been saying the entire time there wasn’t a real surplus even when Bush was handing out the refund checks.
Bush, Clinton, Bush and their predecessors all used the social security excess revenues to “balance” their budgets. However, that social security money should never have been used for general expenditures and to use it to report deficit numbers that are much less than they actually are is misleading.
In case you still can’t understand what I am writing they are ALL basically liars when it comes to talking about the budget deficits/surpluses.
