Hub / bearing click question

I’ve got cheap Shimano R500 training wheels.

The front hub is clicking. Maybe 1000 miles on them.

I opened her up and repacked with grease. I noticed the ball bearing in there were fairly spaced apart. Almost as if 1 bearing was missing. That would be the size of gap if they were all stuck together with grease.

I’m convinced this sound is the bearings hitting each other as the wheel spins.

Is this normal?

Obviously a bearing didn’t fall out. And the wheels are practivally new so there’s no wear on teh bearing.

I’m assuming this clicking sound is normal for these cheap wheels? The extra grease packing helped, but after a few rides, it came back.

Is it possible that the cones were too loose or tight?

Thanks for the reply. The cones were just right - still are. It’s kinda weird to think you could hear the ball bearing falling around in place when the wheel spins?
