How to Improve Flexibility?

Getting older stinks. A couple of years ago, I had two herniated discs in my lower back that were surgically removed (not the entire discs - just the protruding matter). While I haven’t had a relapse since, my hamstrings and lower back feel extremely tight. Ten years ago, when I practiced Taekwondo in Korea, I could kick behind my head. Now, I can barely kick to my waist level. I’m sure that my lack of hamstring flexibility is preventing me from getting as aero as I want on my bike.

So what’s the best way to improve flexibility in my core/hamstrings? Static stretching? How much and how long? I’ve been active for years, but don’t know much about how to become more flexible. Thanks for your help.
