Lets say you have a soloist - and you slide the seat forward and swap stems to race triathlons. Road angle about 75 - tri angle about 78. Can you set up the cables to accomodate the switch? What is the max change? i.e. can you move the front end 3-4 cm between set-ups and have the cables work for both? Problems?

why do you want to change stem sizes. Tri bike fit should generally have a shorter cockpit, sliding the seat fwd gives you that.
If your soloist as a road bike fits well - then you slide your seat forward 4cm - seems like you’d be a bit cramped up when on the hoods/drops…although I agree that the clip-ons would fit better…
I’ve never done it so I have no idea.

But you shouldn’t be spending a lot of time on the hoods / drops when the bike is set up in a Tri / TT position. The question is, where do you want to compromise, and where do you spend most of your time riding?
If you spend most of your time in the tri position, then go ahead and set up the bike with a longer stem & cables and shorter aero bar (to keep the overall length the same). When you do swap the stem for a shorter one, the slack in the cables shouldn’t be a big deal unless you get some unnatural bends / kinks in the cables. These will prevent your brakes / derailleurs from functioning correctly, usually cable length is the biggest deal with the front brake, since there is not as much room for the cable to bend in (particularly with smaller frames). You may need to get creative with your cable routing to keep the entry into the brake as straight as possible.
