I have an upcoming 7 mile timetrial that I did on my road bike last year with no aero gear, 30mm rims, standard helmet, no clip-ons, etc. I did a time of 18:15 at 280 watts. This year Im coming back with a Cervelo P3-SL, Hed Stinger 60 front and rear (with cover), aero helmet and skinsuit. Power on the road bike is better but Im expecting power in the TT position to be similar to last years. Anyone care to venture a guess as to how much time I can shave over such a short distance. Position is pretty aggressive or at least it feels pretty aggressive. I have very little time on the bike so it should be an interesting experiment.
I’d say you can shave 90 seconds off that with gear alone.

90 seconds in 7 miles??? I’ll go out on a limb and say you’ll go 42 seconds faster.
Just using aerobars on a road bike generally increases my speed by 10%. With all the changes, and same wattage I’d give 16minutes as the time.
are you at the same fitness? weight? conditions going to be similar (rain? wind?).
Just to be different, I’d go 91 seconds.

All things being equal except the equipment that you listed - I would put you at lleast one MPH faster which would be 74 seconds faster.
Fitness is a bit ahead of last year, but as I mentioned very little time in the position should put the power in the same ball park. Weight is within a pound or two but the course only has about 10’ of climbing in one little bump. Wind is the big unknown. Its a straight north-south out and back course fully exposed to the wind and there is just about always wind. Last year had about a 10-12mph headwind on the out leg and tailwind on the way back.
