How much do you need to draft to get a 5 HOUR penalty?

At Tin Man there were 2 SHOCKING penalties…one was ONE HOUR…the other was FIVE HOURS…what do you have to do to get that?

I dunno…draft the marshal on the motorbike…pass him…then blow a snot rocket on him for not getting out of YOUR draft
