I believe it is permanently bonded to the rim but your best source would probably be to contact Hed directly.
It is a very thin sheet of carbon fiber bonded onto a Stinger 9. When you look inside you can actually see little dots of light through the carbon fiber. The design allows the wheel to maintain the compliance of a spoked wheel, which does improve handling noticably on a rough corner.
