I have a 2005 QR Tiphoon frame and I want to get the seat collar out of the frame so I can cut 4 cm of the aero seat post extension coming out the frame?,What is the best way of doing this Herbert?,or is it glued in?

How are you planning on cutting the seat tube? Cutting/working with ti is difficult. I would contact Litespeed and see if they would do it for you, including moving the collar.
The collar is indeed glued in and quite difficult to remove plus I would also not recommend to cut the seattube without the correct fixture as we have it here.
I understand completely what you want to do, but would suggest that the frame comes back to us to get it done correctly.

Ouch. Does that mean to replace my damaged seat collar, I have to send the bike/frame to Chattanooga, my local QR dealer cannot perform this job?

Your dealer should contact their specific inside rep here and get it handled from there. Typically it does have to come back, but that has to happen through the dealer.
The turnaround though is usually pretty quick.
