Full Disclosure: I’m a dog person.
I think that if they enact an open hunting season on cats that aren’t under their parent’s control then they should also enact an open hunting season on children that aren’t under their parent’s control. In my neighborhood I see more kids playing in the street and causing problems than I do cats.

Such is probably largely responsible for my feelings toward unattended children. My personal favorite is the parents that give me a dirty look and mouth the words “Slow Down” as I drive down their street (10 mph below the 25 mph speed limit, mind you) because THEIR KIDS ARE PLAYING IN THE STREET! That’s perhaps the most accurate microcosm of American mentality right there.
I’ve never been able to understand that mentality that “justifies” allowing kids to play in a street. The only exception I’d ever consider is a cul-de-sac.
Playing in the street is one thing. Not being aware of approaching cars is another.
So Mr. OregonButNowLivesInSaltLakeCityDave, when are we going to hook up for a ride???
