carlwithac: I assume it’s legal, as I’m using it for carrying a spare and not simply adding a fairing. I don’t see how it’s different than carrying a spares bag around (except that this is molded into the frame). Darkspeedworks make a spares bag that is somewhat molded to fit the frame and improve aerodynamics. I’m racing Busselon IM in a few weeks - I’ll see how I go.

No, it’s actually a DIY disc cover made from clear 1/32’" ABS plastic. The supplier I bought it from only had clear ABS in sheets thin enough for a cover.
