Help with cup support piece

I have 3t vola aerobar and wanted to replace cups with tri rig scoops. Unfortunately, my bike is on the trainer and corroded the arm pad bolts. One of them seized up and entire screw is stripped. I’ve tried many tricks to get the screw out( using rubber glove, penetrating oil, torx head) but can’t get out. I just need the piece attaching to the cup. I have emailed 3t but does anyone else have any tips to find this part or to get the bolt out so the scoops can be attached . You can see picture below

Can you cut a straight slot in the head of the bolt with a Dremel tool?

If Jim’s suggestion won’t work, you will need to either get a stripped screw remover (can usually find a kit at big box hardware stores) or just drill the whole thing out. If you aren’t comfortable with that, a local machine shop should have the tools / experience to sort you.
