When I shift through the gears up to the large cog it has a lot of resistance. It’ll make it to the 9th before popping back down on its own to the 8th gear. It’s not an issue with the RD as I am very familiar with setting it those up. I haven’t put the chain on yet.

I know you say you’re sure the derailleur is set up correctly but it sure sounds like the low limit screw is set too tight. It will produce exactly the symptom you’re seeing. Can you manually swing the derailleur over to the biggest cog when the the cable is off? If not the low limit is too tight.
Could the cable possibly be too tight?
Already tried decreasing the tension with no luck.
How does the shifter act when you cycle it without being attached to the derailleur?
1-9 feels like it should, but when you hit 10 you hear the initial pop from the gear change followed by a second pop.
That double pop means you’re already in 10th gear. You sure this isn’t an 11T cog?
I’d also try removing the cable and redoing it from the bottom. Is it possible you started on 2nd?

Yeah…it’s not an 11t cog.
I’m watching the mechanism as it clicks and it appears to be in the 1st. So unless it’s just stuck and won’t rotate past the 2nd, I dunno.
