I assume she has been in touch with the event organisers at the Expo / Strandbad about seeing if someone can loan or rent her a bike? My experience with everyone associated with the race was that they very accommodating and, more importantly, part of the local triathlon community. So if anyone would be able to help her I believe it would be them. Failing that, she could try reaching out to local shops herself. I think Mountainbiker were the official bike mechanics last year and Trisports was the triathlon shop we frequented the most.
