This may sound bizarre ( to you) but I guess you did not read the reports that with Global Warming, certain parts of the world would actually get *cooler *and in temperate zones - like much of southern Canada and the Northern U.S. that winters, may actually get worse - if you consider worse being getting more snow!
Point being, Global Warming may not mean - warmer* everywhere!*

Jokes aside - potentially yes. If you think of the planet as a giant fixed eco system with a fixed amount of water in it, then a drought somewhere is going to mean more rain elsewhere. Although, they say that overall Global Warming may lead to generally speaking more rain overall across the planet due to the addition of more free water( from fixed frozen water in Glaciers, frozen sea ice and the ice-caps melting) in the system.
