Looks like someone took the part that goes on the lid & cut a crude hole in it? And not a big enough hole, either
I think my Grandmom had a carpet part for the lid, and for the tank as well, which all matched the bath mats & towels
My aunt still has one on her lid. Switches it out to Santa during Christmas
