I just punched those numbers into a gear inches calculator and they came out almost exactly the same.

39/27=1.444444

36/25=1.44

so the difference in percentage is 0.0044/1.444444=0.00308 or less than 0.4 %

For all purposes, they are identical (unless you have very sensitive legs!).
