Yes they are. Please look at the photo album as I have added new pictures. They are marked 42cm wide, however are 40cm center to center where the shifters would be mounted. That’s why I don’t use them.

Heres a description of FSA handlebars as htye angle outward at the drop and are measured at the drops. Therefore, the tops where the shifters mount will be more narrow:
