Does front brake design make any significant difference for aerodynamics? I have the option of putting a Campy Delta on my bike. I got to wondering about this after seeing the new front brake on Lance Armstrong’s bike.

Some effect, almost certainly yes. A significant effect, that depends on your definition of significant. For Armstrong a 10th of a second can be significant in the olympic TT.
For most AG athletes you have to make your own decision. My best uneducated guess is less than 10 seconds in a 40km TT.
