If they do not want to get fried…don’t riot. It seems simple to me.
I worked on the development of that weapon 15 yrs ago. the original idea was to put it on a tank for combat. I drew up a mockup very similar to the one in the picture and when we showed it to the tank commanders, their response was “why don’t you paint a bullseye on the dish while you’re at it.” they weren’t too thrilled with the high profile in a combat situation which I imagine is why they plan on using it for riot control or other assymetric conflicts. The main “problem” with the weapon is the liquid in your eye’s will turn opaque with fairly low power and blind you, anybody with a pace maker will also be toast.
