Good question. Perhaps these are decisions for the great legal minds of the country to make?
No it is not. The burrito is wrapped the sandwich is stacked. This is like asking is coke water. The tortilla is what bread wishes it could be. With the wrapping desogn of the burrito a whole new world of ingredients can be used that a sandwich could not handle.
