Agreed. Many servers receive virtually nothing in their actual paychecks because this small amount is all taken in withholdings. Under federal law, the employer must demonstrate these individuals earn at least $30/month in tips. Also, technically, employers are supposed to track tips and ensure employees are paid at least $7.25/hr in combined wages and tips. Employers can easily do so when servers are tipped via credit card when added to the bill. It is nearly impossible to track cash tips.
Another thing to keep in mind - when you tip on the bill using a credit card, some employers will pass the credit card fee on to the server. They are not supposed to do this, but, it often happens. For example, the restaurant often pays 1-3% fee on credit card purchases. Assume it is 3%. Assume the tip is $10. The restaurant is supposed to give the server the full $10. But, often the restaurant pays out all tips at the end of the night minus the service fees. So, the server would get $9.70 in this case. Again, not supposed to do so, but, it is common.

As you noted, that’s federal law. But in some states, like California, there is no offset against the minimum wage for tipped employees.

McDonalds now delivers my food to the table. The only difference (besides food and decor) between McDonalds and a “restaurant” is a drive thru window, and I order on my phone vs ordering from a person who comes to my table at restaurant, though I am sure some have touchscreens at the tables now.
