Heading to Helsinki next week and while looking for public swimming pools, I came across this on the bottom of a website

What the heck an I supposed to wear? Does this mean long, baggy shorts?
yep. surf shorts, baggy shorts etc. forbidden in most european public pools…to avoid people spending the day in them, getting to the pool and spreading their germs.

Perhaps they want avoid that somebody is using his underwear/ boxer short as a bathing suit?
