If the purpose is to create float then yes its both unethical and against the rules. If it was full of a liquid you could argue it’s for nutrition.

Because I am an Old guy gone back to school and I am on spring break. Really I’m just bored. I know the answer on both questions. I just thought I’d pick the ST braintrust and I really can’t rmember this ever coming up, and it would be something real easy to get away with if it provided any measurable flotation. “What, oh damn I forgot to put my gel in there before the race.”

That’s what I was thinking. What more flotation could you ask for than a bunch of flexible rubber?
Much more effective to wear a “regular” bathing suit – the kind that fills up with air in the hot tub – and jump into the water such that it fills up with air.

IMHO, while it is unethical to violate sports rules, it is not unethical to exploit loopholes in the rules.
As to your question, the rule makers are one step ahead of you. I think the empty flask would violate the following rule since it would probably be construed as a “flotation device”:
** 4.9 Illegal Equipment. **Any swimmer wearing any artificial propulsion device, including but not limited to fins, gloves, paddles, or floating devices of any kind shall be disqualified.

I’m not talking about a wetsuit, just a trisuit or maybe these new shorts that are coming out with a zippered pocket right at the waist. Almost like a mini pull buoy. If my dumb ass can think this then somebody who would actually do it sure could.
I swear I saw a guy at a race once with something sewn into the inside of his suit (not wetsuit) on both hips. Visible bulges out from the hips and visible stiching on his suit that should not have been there.
