Where should the elbows be placed on the aerobar pads of the tri-bike? Should the actual elbows be placed on the pad or the forearms on the pads? Should the hands be actual on the shifters or slightly below. Thanks for your expertise!

Some of it is personal preference but you should aim to have your elbows on the pads or very close, so that the downward force of your body weight goes straight through your skeletal system and not torquing through your forearms.
if you set things up so that your hands cover your shifters while riding, you will minimize frontal area, and it will allow you to shift without moving anything.
that said, most people will shift the arms and hands around a little bit during a ride, sometimes choking up a bit on the bars when climbing or passing to make more power.
For me, the back of the pad is about an inch and a half from the end of my elbow.
My shifters are right under my thumbs. That’s personal preference.
I find it most comfortable to have my elnbow pads end at the back of my elbow- it puts the least torque thorugh my forearms.
Most people, who i am convinced are set up wrong, have their elbow pads WAY too far forward and are always having a twisty thing going on that is forcing their hands upwards.
if you have very long arms (me) and not long extensions, tho, it is possible to hit your knees against the back of your elbow pads when you stand up. this is bad.
