No, it’s not. Filament wound composite pressure vessels have very different failure modes than, say, titanium pressure vessels. A carbon fiber pressure hull is susceptible to stress rupture, which is catastrophic - but as Branson is expressing, you MIGHT get some warning first. It’s unlikely that it would be enough at depth.
