If you can wait through the end of the year the new Racermate One software has this capability built in. See recent DCRainmaker review. Not sure whether it is updated from their current offering or the editing capabilities.
The Real3D software was written by Paul Smeulders (ErgVideo) and includes a lot of editing capabilities that should help with GPX glitches and out/back courses.

The one in RacerMate One includes mostly just the quick import capabilities. There’s some talk about additional course editing capabilities that weren’t demo’d at Interbike, so it’s plausible that will include additional pieces.
The other thing to keep in mind is that the suite is about $200. In one respect, there honestly isn’t a lot of ‘new’ functionality as it is more ‘updated/cleaned/better’ functionality. So if your current CT suite works for you toda yand you largely just use it for generating/recording workouts (as opposed to chasing the little man around) - then you may want to just consider looking at the individual options for generating courses from GPX files. I can poke the TP guys and see if they’ll give me a demo version to review.
Oh, and here’s the post referred to around RacerMate One.
