You need a new LBS. You might go to a 11/23 cassette for the 650’s. Would probably be similiar to a 12/25 with 700’s.
Most triathletes are over geared. I use compacts with 12/25 on 700’s and am never going back to conventional cranks.

I think you’ll be undergeared with a compact crank on 650c wheels. You should be fine with a 12/25 cassette and standard crankset on the tri bike- that would be pretty close to the same size cassette and compact cranks on 700c wheels.
Agree. 53/39 on 650’s is roughly the same as a 50/34 on 700’s.

What is a realistic budget to switch to compact cranks? Does the entire setup with the BB have to be swapped out? I ride a 700 Dual with the standard FSA crank now.

You can use the same ISIS bottom bracket as long as you get an ISIS compatible crank (i.e. not shimano or campy).
I have seen them for sale on this forum for as little as 65 bucks. Put a WTB in the classifieds.

Ritchey’s are probably the cheapest. They use the standard BB’s.
