At Baja, I spoke with the actual race director about Clearwater and he said they had addressed all of the issues from last year, going with 4 lane roads (instead of 2 lane), a new route with less traffic, and 10 waves instead of 4 (which caused a lot of the bunching). They felt those and other changes would make the course really good.
